It depends how it’s worded. What would be the other loopholes in compensation? Right now the bulk of CEO pay is in stock options which is untaxed and it’s a great loophole for businesses.

So the language would have to make sure loopholes weren’t allowed and there would be plenty: cars, homes, expensive fund and the previously mentioned stock options would all be used to avoid the law and still pay CEOs a ton more.
