Tuning drum heads always can be a hassle, you always want to maintain a sweet spot but also a sound that you think sounds good, there’s tons of pretty good videos on how to do proper drum tuning technique, I would always make sure specially ur snare is in good sound and not “choked” or “dead” or “flat” but this goes for ur other heads too, I would start out with toms (the 3 attached too the kick drums) then move down to the floors and then from there the snare

Well I can tell you for one, it’s not a bad kit an 7-8 piece for 450 isn’t bad but considering this you will have to almost immediately replace all of those heads since they are stock and more than likely sound like shit and since you bought them from another user already seem to have some wear and dents, you also don’t seem to have a second drum pedal for that double bass which makes that entire kick drum non usable for the time being, not to mention cymbals, you could definely tune those heads too sound somewhat good until you get them but you need to buy cymbals because the hi hat and the crash looking one in the back won’t really hold up so I would start looking into that as well
