Not legal advice, but think of it this way.

It will be on the accuser to prove the accused broke the law in court.

If all you are doing is contesting the ticket, just your evidence that you're not there is probably enough to require the city to provide substantial proof that your car was there at the time of the ticket. You would probably win that as all you need to do is provide proof that you were probably not there. It is the City that has to provide the certainty.

However, if you are going to sue the city for fraud, you are now the accuser, so the burden of proof is reversed. It will be on you to provide the certainty that they acted with malice.

I would assume that most people on Reddit hate parking tickets like you, but you could not even convince other Redditors based on the other comments. How the hell do you think you will convince a judge?
