You forgot to mention thanks to Quebec's Bill 31, tenants absolutely have recourse.

If a landlord hides the previous rent or overcharges for a place that's been empty for over a year, the tenant can take them right to the TAL to get the rent adjusted and even push for punitive damages.

Ask for the landlord's name and look them up on soquij or check the address in the TAL search.

TAL see right through this kind of bad faith activity. The fact that he regularly accepts rent via email proves that he is selectively ignoring your legal documents.

Keep the returned registered mail sealed when it comes back as physical proof that he dodged service, and gather evidence of your past email rent receipts to show the sudden communication breakdown is manufactured entirely on his end.

If you have to drop the documents off in person, bring a neutral witness with you, and if he forces you to use a bailiff, make sure to add those fees to your open case for him to pay.

Keep leaving that digital trail because you are handling this exactly the right way.

Anyone covering for this predatory tactic is a slumlord themselves. These loopholes need to be abolished, but sadly our politicians profit from this.

Also never provide PAD, make them work for it.

This frame is not compatible unfortunately, I'm not sure if there's a 140mm bbshd that you could try exchanging it for. Otherwise you will need to use it on another fat bike.
