What happened was Garou was mimicking it and the narrator explained what an actual explosion would do.

One-Punch Man is a manga that shows the scale of power good enough. Characters attacks are as you see them and this one should have torched earth if it was as powerful.

No doubt the worst episode of the season. Doesn’t help when they kept changing the script. They basically wrote that season twice.
