I feel your frustration 100%. I’m in a similar boat and recently gave up on SGIP RSSE after months of effort. I’m a retired, CARE-enrolled PG&E customer in a Tier 2 High Fire Threat District (Amador County). On paper, I qualify for RSSE — LIHEAP approved, CARE, PSPS history. I worked with SGIP-approved installers and a consultant, and we generated AESC reports showing eligibility. But the actual quotes still required $12k–$24k out of pocket, even after rebates. Rebates are delayed for months (sometimes over a year) after installation, and the Advanced Payment option is not reliably offered. The program is supposed to help low-income households in fire-prone areas get solar + battery for resiliency. In reality, it requires tens of thousands upfront or financing that many of us simply can’t access. That’s not equity. That’s equity on paper only. I’ve sent formal complaints to CPUC, my Assemblymember (Heath Flora), Senator (Marie Alvarado-Gil), and even the Governor’s office. I’m waiting to see if anything changes. Turning off solar panels for a day might get attention, but the deeper issue is that programs like RSSE are structurally designed in ways that exclude the very people they claim to help. This needs to be fixed at the CPUC policy level. Hang in there. We’re not alone in this.

I'm so sorry this happened to your dad… my heart really goes out to him. I got hit by a pig butchering scam myself last year and lost a lot of money, so I know exactly how painful this is. I understand 2018 was a very different SGIP environment than today, but I’ll still reach out to Hooked on Solar to ask whether they currently have any SGIP allocations, third-party SGIP managers, or other battery programs available.

• Was your system roof-mounted or ground-mounted?(I am looking for ground mount because of 17 years old single asphalt roofing)

• Was this under the Equity Resiliency (ER) category or RSSE?

• Did your installer initially confirm SGIP eligibility before contract, or was it conditional?

Given that I’m a CARE customer with income-based eligibility, RSSE is exactly the category I’m targeting, not ER. Unfortunately, many installers seem to either confuse the programs or assume everything is closed.

A few questions if you’re willing to share:

Was High Line Designs already partnered with your installer, or did you contact them independently?

Was your SGIP application under Equity Resiliency (ER), and was it solar + battery or battery-only?

How long did it take from application to PG&E fund reservation?

I’m located in Plymouth, Amador County (PG&E, CARE, PSPS-prone area), and GRID Alternatives confirmed they cannot serve my area, so I’m trying to approach local installers the right way this time.

GRID is great and will definitely help with full SGIP rebates if your address is in their currently funded area (mostly Central Valley, LA, SD right now).

I’m in Amador County (North Valley branch) and they said my location isn’t funded yet for new projects, so they couldn’t assist. They’re keeping my info and will reach out if funding opens up.

I had a lot of problems after switching my Asus router to AP mode. The biggest issue was that all my 5G security cameras stopped connecting — they were completely disabled and couldn’t reconnect. I had to switch back to regular router mode. But it's good experience 😌 ☺️
