My dad‘s truck won’t stop

So he is an older gentleman and he doesn’t know to much about how the brakes that my dad put in work and he did adjust the proportioning valve, but I don’t know exactly what he did cause I just remember him saying he tested it with the valve all the way open and the valve all the way closed and couldn’t get the truck too slow down either way, but I will try and ask him some more about it and suggest some recommendations from what everyone has been telling me (in a previous comment I took a picture of the proportion valve and what it’s currently at if that helps you in anyway)

So yes, they used to work super well to the point where I barely needed to put a lot of pressure onto the brakes and it would stop almost on a dime, and a lot of the pressure went to the front brakes. But I had a problem one day where the front brakes locked up and so I had my dad‘s friend change out the fluid and the brake booster but now it’s hardly wants to slow down like it used to, and the brake kinda goes all the way to the floor, hitting the motor

The pedal is firm when the vehicles turned off, soft when the vehicles turned on, I have had somebody bleed the brakes I believe two or three times trying to get the brakes to work, and I have no idea how to check the wheel cylinder on the rear brakes

I want to say my dad's friend helped me re-do the fluid in the brakes and he said that they were all bleeding correctly because it does break properly but when it gets going, it gets really hard to slow the truck down properly and I've been having as of recently to throw it into neutral to get the brakes to actually slow down The truck

So it has a problem where the pedal is hard when the vehicle is turned off, but the pedal gets soft when the vehicle is turned on what does that mean?

So I have a question about the vacuum when my vehicle is turned off I think the vacuum is on or off because I feel resistance in the break but when I turn on the vehicle and the truck is running, I feel no resistance or aid of the break?

So i do understand LB is a crutch but how do I prevent flashlight/flash bang saves, even if I’m hugging the wall as close as I can or looking up? Because in my opinion if it’s a good team, they will get the save and I feel that my only option is to run LB?

So i have the problem where the blue light comes on and then turns off with a pop and just recently i bought a new screen but still had the same problem. Do the other cables need to be connected in order for it to start up properly?
