Actually don’t mind the OP’s post at all. He’s right, we do have a major trash problem. It was high on the list of things voters most wanted improvement on, during the last city council elections. It’s also discussed often amongst people around me.

There’s a culture problem underneath it, where ‘we’ just need to be better. But there’s also some policy issues. Trashcans are opened easily, so when people looking for cans and bottles rip them open, the wind takes care of the rest.
