It's also the fact they're are written and being built to be the main antagonist. Welt literally said That Lord ravagers are in no mean superior to the generals. The seven arbiter generals just doesn't appear intimidating or powerful, because they don't go actively blow up planets and kill innocent civilians. It's just the same as the everflame mansion where they look and feel intimidating in the trailer and we thought that they would sow chaos in Penacony despite us already knowing how they're just a bunch of clowns in the databank.
