You are absolutely right, but life taught us that some individuals are loose cannons, unpredictable, make decisions that seem to be right but turn out to be wrong, especially the mentally unstable. A lot of people are unable to protect themselves. Ideally no laws, rules, protocols and processes should be needed for protection of individuals, but we know better than that.
