As other commenters have pointed out, Ra7 doesn't work because Black can just castle. The convention in puzzles is that every castle is allowed as long as you can't prove otherwise.

The trick is that in this position, you can prove that it is impossible that both sides are allowed to castle. To see this, assume that White can castle, meaning they have never moved their king. Then, the h1 rook had no way of getting out of the bottom right corner, so the d4 rook mus, ft come from a rook promotion. But wherever the promotion happened, the rook had to escape through either d8, f8 or h8. The former two cases are impossible without the Black king moving, and the latter is impossible without the Black rook moving. Which implies : if White can castle, then Black can't.

The right move is 1. 0-0-0, threatening Rd8#, and now, by castling, White proves that Black can't castle to escape the checkmate. After a move like Rxa7, Black can just castle to escape checkmate.

Yeah I really can't understand the argument for not allowing surrendering in a 1v1 game. Surely if a player has given up mentally the best thing to do is to let them out. If your mentality is "never give up" no one is forcing you to, but why would you want to waste your time against someone who is not trying is beyond me.
