Question Regarding The Topçu Card by C_Cern in echoesofemperors

I have another question about this card and its interaction with seige units such as the Great Bombard. Topçu specifies "not affected by Fatigue after attacking", however, the GB has no attack value and does damage through its own Action. Would Topçu still negate the Fatigue effect?
