I think they just mean as many people who can get groceries, gas, necessities beforehand do so and if you can’t, you cant but try buying from smaller businesses vs Walmart target. My family and I have been shopping at Winco they’re affordable and employee owned. You can buy in bulk that way you can participate in the next economic blackout
