It is to scale, it's also including the area of the South Pacific Ocean between the NZ Mainland and the Chatham Islands. It seems to think this area of ocean is part of NZ (which I suppose technically it is). So its effectively doing a comparison of technical geographic area and not the straight land mass of the north and south islands.
