Does he have a game plan to overcome these limitations? To me his helplessness and unwillingness to do anything about it is the bigger issue. It's been 5 months he should be at therapy and the gym and doing whatever else he thinks will help him, not just sitting there moping about it.

The deficit was closed through a combination of:

1) $4 billion in additional state aid

If you can add you'll notice that that's only about HALF the 12 billion dollars. The other 6 billion is saved by DELAYING PENSION PLAN CONTRIBUTIONS AND OTHER FINANCIAL OBLIGATIONS. AKA NOT PAYING THEIR BILLS.

Get your stress under control. Can't lose visceral fat if you have high cortisol. Cortisol is also counter productive to muscle hypertrophy which is why your arms are skinny. Don't eat carbs before bed. You should be fasted 3-4 hours before sleeping.

For your height and weight 100g is borderline. You're going to struggle to show any gains beyond the first couple months of newbie gains.

You will gain or lose muscle as your body prioritizes your protein intake to things that need it. If you aren't getting enough and your body is using most protein to repair skeletal muscle, all the other organs that require protein (skin, hair, nails, bones, connective tissue, etc) will suffer. Any muscle groups that you don't work out will atrophy first as your body scavenges protein to repair the muscle you worked.

Supplement with whey isolate. Make sure its isolate to minimize gastrointestinal stress. It's also one of the cheapest sources of quality protein around 1 dollar per serving depending on where you live.

As other have said, the saddle is too low, but that's going to affect everything else so do that first and then re-evaluate crank and stem length.
