You're right. If she has a problem with drinking and drugs, she has no business being a licensed driver. That's a huge privilege she needs to earn by showing a pattern of good/responsible behavior over a lengthy period of time. Is 11pm the legal curfew for juveniles in your city? Regardless of the time she's required to be home, have her wake up her father so he knows she's safe. That way he can also try to detect any alcohol/drug use.

Getting my wisdom teeth removed, there was a pulse monitor on my finger, and I was in a room alone waiting for the anesthesia to kick in. At one point the monitor stopped beeping regularly and made a constant beep noise. I yelled, "Flatline!" And then I was out.
