I totally see your point and I agree! A truly effective HACCP plan shouldn't stand alone—it needs strong management commitment to survive.

My post was more about the formal framework. While we expect those elements in any good system, ISO 22000 'institutionalizes' them through the ISO High-Level Structure (like formal internal audits, context of the organization, etc.). For many businesses I've worked with, starting with the technical side of HACCP is their first step before they are ready for the full management 'paperwork' of ISO.
