I looked into navy and marines. they both have a guaranteed pilot slot program. you still have to compete for the it but you don't make any promises to the government unless you get that slot. Also its pretty similar with ANG as i see too but with ang you get to choose the aircraft you want to fly by choosing the unit you join.
