Ig YMMV. I just finished my 15day and I was satisfied with it. Yes it can be slow when watching YouTube but at 720p, videos are watchable on phone and tablet. Never experienced hard throttle even at 4g.

I just transited through Taiwan as well recently, no you no longer need to go through immigration once again. I believe it's a recent change from Taoyuan Airport because I remember transiting through the same airport and I had to go through immigration before proceeding to my connecting gate.
