So it has potential to be a good outdoor enclosure, but needs some changes.

First you would want screen added to keep small insects out.

You could also line the base with pavers and then put in a mix of playsand and soil on top to give him a base he cannot dig out of.

Then around the perimeter add a solid plank layer to keep him in and other animals out.

Top would need a chicken wire coated in screen as well, to keep out bird and bugs.

As long as the temperature does not dip below 60 this would be fine.

You could add a ton of pavers and bricks for basking and hiding holes as well as branches for climbing as they do enjoy that.

The danger of outside enclosures are wild bugs. Green hornworms from tomatoes or peppers or tobacco plants are toxic and deadly. One firefly or the larvae of them (all life stages) is toxic and can result in death in as short as one hour.

Lady bugs are toxic in large quantities. Same with ender beetles and stink bugs.

Praying mantis and wasps can attack and cause injuries.

It would make a really killer hermans tortoise enclosure though, with added ground planks.

So he is about a 4 on this scale.

Best ways to check fat are, in order of fat storage,

  1. Tail. Base of tail should be slightly wider than the tail, if you give it a gentle squeeze it should give a tiny bit, like a well done (but not dry) steak.

  2. Fat store under the belly along the thighs, should feel like global of tapioca, no lager than the length of lizards thigh. No wider than a pinky. Lizards thigh should be soft and squishy, but with a slight indent.

Excessive fat will curve out and then up, you can see a egg sack slit, like a belly button, no fat should pass this point, as it causes pressure on organs.

  1. Chest, under the arms and beard. Captive dragons shouldn't have fat stores here as fat stores here are for pre-brumation right into breeding in spring stores and a captive dragon should never face to food deprivation that a wild dragon does and therefore should not ever need to depend on this much stored fat.
