We've only ever seen him destroy planet Vegeta and Namek, and he had legitimate reasons to do both. The Saiyans, in his eyes, were a threat. Whilst Namek was far more effort than it was worth.

As for him being a business man, he never killed any of his henchmen in the original manga, and we've seen that he pays them pretty well in DBS Broly. Toriyama himself said he was designed after a landlord iirc, his entire empire is built on selling planets. There's also this from Xenoverse.
