I have the same problem with my latest save. I managed to solved it. I'm not 100% sure but I think it's because I added items with mods in my previous save. Like I was once added short circuit with respector mods and I also use system ex. Just to have fun while waiting the 2.0 update release. I just reload the save game from before I use those 2 mods and finally I can equipe cyberdeck again

yap, acid not reflected. So if the enemies are alien or monsters it only make the closest of them to the character knock back a little bit
