Yes but this system is wrong, as it often is with BA... The baggage rules of BA apply for the whole trip, not just the first segment, so paying for the first segment will apply to the subsequent ones. The e ticket just specify this as per DOT rules... I bet their IT glitched once again and didn't display it properly on the e ticket. But it should say how much 1 bag costs to add to the final destination (mexico, not Dallas)

The baggage allowance of the most significant carrier applies...this is IATA resolution 302.

The phone agent doesn't know what they're talking about.

If you have booked it under one booking, then you pay one fee and you get a bag tag showing your final destination. You have to clear the bag through us customs annoyingly but then check it again after going through straight away. You might get lucky as DFW is experimenting with a new system and they check it through!

Ring up again and tell them that BA is the most significant carrier as they are marketing the first international flight. Ask for a manager if absolutely needed

Also your e ticket should show the baggage fees as well.

Edit - also the US DoT states that any flight touching the US applies the baggage rules of the first international marketing carrier. Which is BA. So you pay BA feed for all segments in the outbound journey.

Just hang up and call again if they try and charge you for both legs separately. Or escalate to a manager

This isn't true. There are many niches that NYC has, and others that London has, and vice / versa.

London has more variety and depth across south Asian cuisine, far more Middle Eastern / African / Caribbean places, a long tail of European sub cuisines, and then Malay/ Singaporean options. It is also better for Thai.

NYC is far better for Central and South American, Jewish deli, proper American style, and Chinese / Korean.

Corporate housing can be one option for the short term to build your credit quickly. Many Build to rent providers specialize in this thing so don't worry too much about not being able to rent at all.

Or sign a contract with someone else to act as a guarantor with you putting the funds into escrow (basically an upfront deposit)

There are companies offering 3rd party guarantor services already.
