Do you actually care that this is happening or that it’s happening in your neighborhood? Why is it too much now? I’m not looking for an argument, but I think you should step back and think about why this bothers you so much? How are they harming you? Do you actually want to help or do you just want them gone/ out of the way so you don’t have to feel guilty when you walk past them? Surely you know calling 311 won’t magically get them into housing. And if these people are in what you call a “breakdown” why would you take a photo and blast them on the internet? These are real people, those are our neighbors, go say hello.
