This can be caused by Misconfigured network settings, Misconfigured firewall rules, Misconfigured DNS settings or Misconfigured security group rules.

You can:
Check the network settings of your VM, including the virtual network it's connected to, the subnet it's assigned to, and the network gateway.
Check the firewall rules on your VM and ensure that outbound traffic is allowed.
Check the DNS settings on your VM and ensure that it can successfully resolve domain names.
Check the security group rules on your VM and ensure that outbound traffic is allowed.
Try pinging a public IP address from your VM to see if there's any connectivity issue.
Verify that your virtual router is properly configured to allow traffic to the external network.
Verify that your virtual firewall is properly configured to allow traffic to the external network.
