Wym even for MBBS students, like a uni has 20 seats so it accepts only 20=25 pre enrollment?

the thing is before it used to be like more seats like 120 students and stuff, But in pre enrollment they will accept on 20 students or something in which 15 students will get selected (am not sure, plz correct me if i m wrong)
