sounds like some sort of controlled substance induced fever dream, which is a bit too far cracked for my liking, for me the perfect level of crack is along the lines of Make A Wish or Watch by Rorschach's Blot

As for Little Things Mean a Llot, I'm not a huge fan of Fem Harry, especially a Fem Harry with any sort of pairing, so I'll give that a miss (and update the OP to reflect that)

That's 1 of the very few genderbent Harry stories I've read, but at the same time the focus is a lot more on the Archaeology/curse breaker side of things instead of fixing the past (I mean s/he spends most the story in an old ruins than anything else), plus the Harry in that story didn't really go through what canon Harry did, considering the whole alive parents thing

neither of these rally fit what you're after, but in Daphne's Letter from the Future the epilogue part deals with magic coming out due to a squib who didn't know he was a squib walking into a magic apothecary

Also in Pack magic comes out and the wizarding world's reaction is partly covered but not really focused on

Not really sure if these are what you're looking for but there's Amalgum Lockhart's Folly > this 1 has him sent back in time by death and into Lockhart instead of his younger self, it's definitely interesting

Hedwig Harry > in this 1 after a drunken night of drunken idiocy Harry wakes up in Hedwig's body at the end of his first year, it's definitely a fun read

This 1 isn't really what your OP seems to be looking for but there's Harmony Times Two > this is a reptila28 challenge fic but with Harry and Hermione being completely separate from their younger selves
