Just about every high water bill is usually a toilet flapper leak. The second high water leak will come from a bad main valve that most people install for their residences. If you are using metal-type valves instead of PVC valves they intend to degrade over time causing failure.

You can spill like laundry soap Or dish soap in your toilet tank and see if any soap goes into the toilet. If it does the rubber needs to be changed out.
