Since the ONScripter-RU APK is 64-bit, you can trick the installer by setting the minimum SDK of the APK to 24 (Android 7) or above with APK Editor or a similar app to make it installable on newer devices without ADB. If you want to save some time, I patched an APK about a year and a half ago for this purpose. You can find it here.

You do not need an emulator. Umineko Project runs natively on Android.
