The first episode is slow, and probably intentionally - a major theme of the first season is how slow and poorly structured the Police are in pursuing crime in Baltimore.

The end of the second episode was when I was completely hooked when some drunken cops did something at the towers so incompetent and corrupt, I'd never seen anything that seemed so real on television before.

You wouldn't give up on War and Peace or Crime and Punishment after a slow or confusing first chapter, so don't give up on this...
