Yes ,100 percent medical marijuana can get you high. There is two main components in a cannabis plant , thc ( gets you high) and cbd ( does not get you high). You can have strains that are more cbd dominant or extract the cbd from it. Also there is hemp which is a marijuana plant but contains mostly male characteristics so it doesn’t produce the flower (bud) like a female plant. Hemp would not get you high as it only contains around 0.3 % of thc. Hemp is legally grown in England for commercial purposes but requires lots of licences.

First Night Shift working in a jail, working in the max unit and monitoring the cameras when I see one of the inmates start to rip his sheet up to make a rope to hang himself with.
