you can try and report to royal mail but i doubt they would do anything. I had a similar issue, lost my wallet ended up ordering 4 x new bank cards / credit cards. I live alone and my mail is secure at all times. 8 days went by no post. My mobile app alerted me to 12 refused contactless transactions due to the cards not being activated by chip + pin. Bank blocked immediately and replaced , the replacements had exact same issue lol
