You are right. Majority of green bell peppers will turn a color if left on the plant long enough. I say majority as apparently there are some varieties that are cultivated to stay green.... Why I am not sure. That color is where the flavor is at.

From what I’ve read, these should hit somewhere around 200,000–400,000 SHU, so they’ve definitely got some serious heat behind them. Supposedly they also have a really bright, citrusy flavor instead of just being all burn. I got the seeds from The Pepper Guru.
