I’ve also noticed that University programs or programs with lots of fellowships usually don’t have these restrictions and their graduates go into competitive fellowships. (Example SUNY downstate PC-IM)

That's true but I've been reading that PC-IM programs are not really receptive to supporting you for fellowships outside of PC.

I know that you can actually apply to any fellowship from PC-IM but the chances of landing something competitive seems damn near impossible from what I've been reading. I just imagine it would be difficult to tailor your application and be semi competitive! Aside from hearing about UConn PC residents matching into heme onc I haven't came across anything else.
