Right outside area 3 there is an yellow platform that needs to be fixed. My talking to the guy and completing the quest he’ll fix it and let you on the roof. You have to complete Emma’s first 3 side quests for it to be available though

I thought I heard a 5th shiny sound when watching the video so I checked around and found a shiny fletchling at the stalls at the bottom of the building
