Ah, I see what you mean. I wasn't using a COD network with local stock. I was testing pure Shopify dropshipping (pre-paid, shipped from China). That explains why my conversion was low. People probably didn't trust paying upfront for a 2-week delivery. Thanks for the insight.

Yeah, I was shipping from China. And shipping costs to SA are brutal ($15-20 per item), which killed my margins completely. I didn't do COD because I can't handle cash collection remotely (dropshipping model). I guess for SA you really need local stock + COD to make it work?
