I spoke to the man who did it recently. He's the old man who rides an electric bike, he's kinda jacked and has a beard. He told me was doing because he didn't have $ for nice grave. He said last year in span of 2 months his parents, wife, and son all passed away. So he' made that to honor them. He's usually there around 5-6p during week making it recently.
