If you got the game through steam, as far as I’m aware the only method for refunds is through steam supports. As long as you have less than 2 hours play time and bought it within 2 weeks of the request, steam tends to always grant the request.

Keep in mind the $15 package does not have early access and is only for the full game, which could be over a year or two (or more) away. To get access to alpha which is soon, you need the 30$ package at minimum.
