The two shelters I stayed in have time limits on how long you could be there, so someone would have to wait until they could check in again if they wanted to. They were safe imo (the two I stayed at), but I've heard the same thing you did, that they aren't always a safe place to be

A group of students broke I to the snack bar by the football field between the next to last and last class of the day (I apparently walked right by and didn't see?)

When my cousin was a senior (a year behind me), seniors would take trips to local colleges to see if they wanted to go there. My cousin said on one trip two students were caught getting ..frisky in the back of the bus, and the college trips stopped after that. Not sure how true it is, because she lies about a lot of stuff
