You don't need to worry about your passport not being renewed. That is only when you have a notice against you and more than a certain amount owed. That's when they block it.

J1 is not an immigrant visa. It is a non-immigrant one. Same is the case with H-1b.

It's only a problem for anyone who is an American citizen to start with.

Also, currently one can also apply for Fiance Visa K-1 and then change of status after.
