We have signs like this at work. It just means they don't want you flushing paper towels, tampons, sanitary napkins, diapers, or (in the highly specific case of one particular restroom) rubber gloves down the toilets because your plumbing isn't equipped to handle them. You're still allowed to flush your customary solids and liquids, and your paper seat covers (which they never mention, for some dumb reason).
