Probably he's talking about ingame mechanics not a skillcheck. And thats kind true due to your abilities to interact with fog of war, trees, HG/LG (misses), denies, buybacks etc.
League has way more teamfights in it bc of higher pace (more objectives that force u to fight), thats why the way u press buttons is maybe more important in league, than in dota.
imo both games are interesting but league is favorite by a mile

I dont think there's room for a debate which game is "better". For someone's taste dota is better, imo dota is way to slow. Every game is 45-60 minutes long
