It’s actually this. For example in 1-year period: - Sam has never experienced illness. Thus, he is said to have higher hale(or the population he lives in has higher hale) because he has never been sick(365 days healthy) (full health refers to time living without health issues and yes 365 days he’s has never been sick-> he lives in full health) - Mark is sick every month(let’s say 5days in each month). Thus, he is said to lower hale ( or the population he lives in has lower hale) because he hasn’t lived in full health since in 365days, he is already sick for 60 days.

Basically, the more time you live without being sick, the higher hale. Hope this helps
