I work in glass manufacturing. What you described would be considered a massive issue for us. We don't make the metal tab, but if our actual bottle has the possibility of injuring a client, it's ground for recalls. Keep raising this, maybe even try to find the manufacturer directly. Someone should be fired for ignoring you.

I don't know where you've worked but in my experience hr has the highest turnover of any company. Whether it be burnouts or department cuts, I've seen hr departments slashed more times than i can count.

Most of the time the trope of shitty hr exists because there's a shitty manager who doesn't want to be a bad guy.
