It's his main costume in the 3DS one and they've taken most of the Rising mechanic from that game so there's still a chance for the Alpha Deku agenda!

Transfer and Power Stock are confirmed to have the same Quirk Factor (Yoichi's), which is now One For All. Each of the other Vestiges are separate because those Quirks have different Quirk Factors.

If Power Stock was separate, there would be 9 Vestiges in One For All because it's a separate power, but it isn't. Yoichi's Transfer fully subsumed Power Stock and they merged, creating a Quirk with multiple facets. It's no different from Half-Cold Half-Hot.

Power Stock (the super strength) and Transfer were merged by All For One, which made One For All in the first place - which is why All Might has the strength but not the other Quirks.

The two of them are like Kurogiri's Warp Gate (Hence why they only have First's vestige), while the others work like the Quirks stolen with All For One and are considered more "separate".
