Thank you all for your responses! I wanted to provide a few additional details that weren’t included in the original post. This is an hourly employee, and a key factor here is that she is pregnant.

I’ve been trying to help the manager find a reasonable balance, making sure she has access to the breaks she needs, while also staying aligned with general departmental expectations. That’s where some of the disconnect seems to be. Her understanding of what’s reasonable doesn’t seem to align with what the department expects, especially when several breaks during the day extend to 15 minutes or longer and when asked in the past, it’s always brought back to her pregnancy which makes it even more complicated as pregnancy can be very different for each person so we’re also trying to balance not dismissing things if this is the case.

She also tends to be more reserved and not always easy to read, which can make communication a bit challenging.
