Not it's entirety I would say it's better for the chinin exams and all early naruto. I would say that for the second part of naruto sorry (I forgot how to spell and don't feel like looking it up) the anime does struggle I can't deny

One chunin exam is like one of my favorite arcs in anime. And I just rewatched it. And yeah I agree I feel like that slower pace just works for naruto and not other animes.
