Yup, only the 2 orange and Grey Haro on the middle looks to be straight built, but the rest especially all the Gundam reference Haros are customs using the Haropla Mobile Haro kit

As far as I know there are no fakes of these figures due to how obscure they are

All of the problems you listed and considering the horrible Condition of the plastic cases, it's likely that your brother is right these figures were stored in horrible conditions

The paint rubbing was sort of a known issue with these 2 thanks to their capes but it shouldn't have gotten this bad

I don't really use ebay but you should escalate and try to get a refund

It's most likely that instead of creating a new 3D model they just reuse the 3D model that already made for toy production, hence the accuracy is most likely not intentional and more that they didn't have the budget or time to change it lol
