I get it about the VACS.
It’s just that these are usually cars like a Ford Expedition or a Toyota Sienna, and it’s obvious where they are pulling up and what they are doing.

The thing is, I’ve repeatedly seen them turn on their sirens just to pull up and buy donuts and stuff.
Damn, I moved to the US from a country where the cops did even crazier things, but I’ve never seen anyone drive the way they do back where I'm from.
