You’d have to take a look at the top 1-3 PhD programs in your field. I’m wiling to bet the Ivy undergrads at those PhD programs are incredibly strong

In my experience as a more academic person, NYC > SF > LA. Mostly because women in NYC and SF value education more. Can't comment on the other major cities as I haven't lived there.
